Who We Are
We are a small family business, established in late 2019, and led by our co-founder, Dr Jeff Evans. In hindsight, perhaps this was not the best time to start a new business! But it is certainly an early testament to RCM and our strong start to life that we have managed to come through this terrible Pandemic - at least so far!

Dr Carmen Morcillo Perez (London, UK / Madrid, Spain) joins us as a program/project manager specialist. Carmen brings an enviable skill set, experience and outstanding communications to enable pan-european support for our clients projects. More details to follow soon.....
and Milly Evans joins as an undergraduate projects officer. Milly is in her final year at The University of Bristol where she is reading for a degree in History and is aiming for top honours.
We operate as a niche area consultancy aimed at providing best-in-market value-for-money technical services to support both local authority and private sector clients in successfully delivering their resources, waste and carbon management projects.
In the summer of 2023, we added HR advisory services to our portfolio of commercial offerings. This part of the business is headed up by Rebecca Evans BA(Hons), wife to Jeff, and the other co-founder of RCM. Rebecca is CIPD qualified and has worked in a HR advisory role in the public sector for the last 30 years. Hence, the expertise and knowledge-transfer we both impart to our clients is built upon a track record of accrued experience in successfully completing numerous similar projects over many years.
Our values of integrity, best practice and value-for-money are enshrined in what we do and how we do it. Jeff oversees all stages of RCM projects from proposal to inception and through to completion: he has been commissioned and has successfully delivered technical support on projects for individual clients requiring up to 6-figure value consultancy fees. Hence, demonstrating high-level capability resulting in a successful track record of delivery for major projects in this sector.
Expert Delivery
Dr Jeff Evans runs an initial assessment over all our potential resource & carbon management projects with respect to viability and moreover if we can deliver outputs that will benefit our clients that are over and above the costs of our services. Otherwise why appoint us? This is our focus. 100% of the time. Rebecca Evans is responsible for all HR advisory project work undertaken by RCM.

RCM provides its clients with the best possible advice at a fraction of the cost for the same service from a large consultancy. This means our clients benefit from both the successful delivery of projects whilst also saving money on their advisory services - a 'win-win' opportunity.

Dr Jeff Evans began his career in resources management in 1999, at The University of Leeds, undertaking research into the thermal treatment of waste, for which he was also awarded a PhD in Environmental Engineering.
Jeff's experience includes working directly with 50 local authorities in England on numerous resources, waste and carbon management projects. He has supported several of the large well-known private waste sector operators who have or are bidding for outsourced environmental services for councils; and also, been engaged in B2B working with other non-waste sector companies.
During the last 20 years, Jeff has divided his time working in both the public and private sector which means he has a good understanding of how each function.
He has worked as York & North Yorkshire Waste Partnership Manager supporting nine local authorities; Sustainability Group Leader for Barnsley MB Council; and Principal Environmental Sustainability Officer at the East Riding of Yorkshire Council.
Jeff’s private sector consultancy experience includes being an Associate Director for the Waste, Energy and Carbon Management division at Waterman plc. And most recently, he spent 5 years as an Associate at WYG group plc in a team leader role for Waste & Resources Management within their Environmental Services division.
